The urban design attempted to solve the complexity of the task and its urban context in the absence of commercial and office spaces within the main functions. Thus, a continuous square was designed that penetrates public buildings and extends to the surrounding streets, creating a human fabric of pedestrian pathways. Local authorities suggested that it was now an opportunity to achieve the maximum green spaces in the heart of the city and voted against introducing office and commercial buildings. While this led to an area lacking in diverse commercial and private functions, it created a new type of urban void. It became a cultural hub for the city and a recreational area for people of various ages and social backgrounds from the densely populated surrounding areas. A plaza with a hundred palm trees, the national tree, symbolizing this occasion, was introduced in the center. This cultural and landscape complex received numerous international awards for its contribution to the city.
